Draco saw something else completely.   He saw something that he found to be "entrancing" while it was going on (hence the staring and drooling) and then after it was over he thought it was hysterically funny (it implanted the memory that he saw what he asked for).   Therefore, he's laughing afterwards.   Everyone around him watched something that would be horribly embarrassing to Snape and him.

The veela hair was to make it entrancing and to play with his emotions / mind.   The veela were, of course, the ones at the Quidditch World Cup that made all the guys lose their minds temporarily.

Hence the veela hair mentioned later.

1) Veela hair to make him appear to be totally smitten with the dance.

2) Confoundus Charm/Obliviate to make him forget what he was actually looking at and think it was what he asked for.

From his POV, he was watching Hermione act like a beaver (large teeth and all).   From everyone else's POV, he was watching a dancing Snape and was enraptured by it.
